Rhode Island Driver's License Overview

Rhode Island licenses are issued by the Division of Motor Vehicles (DMV), which operates under the RI Department of Revenue. You'll need to apply in person at a DMV office — you cannot apply for an original license online.

Step-by-Step: Getting Your First RI Driver's License (Age 18+)

Step 1: Study for the Knowledge Test

The written knowledge test covers Rhode Island traffic laws, road signs, and safe driving practices. Study the RI Driver's Manual before your visit.

  • The test has 25 questions
  • You must score 20 or more correct (80%) to pass
  • You can retake the test if you fail, but must wait until the next business day

Step 2: Gather Required Documents

You'll need documents proving four things:

Document TypeExamples
Legal full nameU.S. passport, certified birth certificate, or permanent resident card
Social Security NumberSocial Security card, W-2, or SSA letter

Step 4: Take the Knowledge and Vision Tests

At the DMV, you'll take the written test and a vision screening. If you wear glasses or contacts, bring them.

Step 5: Get a Learner's Permit (if needed)

After passing the knowledge test, first-time applicants receive a learner's permit (also called a Conditional License). You must hold it for at least 6 months before taking the road test.

Step 6: Pass the Road Test

Schedule your driving skills test through the DMV. During the test, you'll be evaluated on:

  • Vehicle controls and safety checks
  • Starting and stopping
  • Turning and lane changes
  • Parking (parallel and angle)
  • Following traffic laws

Rhode Island Graduated Licensing Program (GLP) — Under 18

Rhode Island has a three-stage licensing process for drivers under 18:

Stage 1 — Learner's Permit (age 16+)

  • Must hold for 12 months
  • Supervised driving only (licensed driver 20+ in front seat)
  • No driving midnight–5 AM
  • No passengers under 18 (except immediate family) for first 6 months

Stage 2 — Operator's License (age 17+)

  • Issued after completing Stage 1
  • No driving midnight–5 AM (except work, school, or emergency)
  • No more than 1 passenger under 18 (except family) for first 6 months

Stage 3 — Full License (age 18)

  • All restrictions lifted at age 18

Transferring an Out-of-State License to Rhode Island

If you have a valid license from another state, you don't need to take the knowledge or road test. Bring your out-of-state license, identity documents, and proof of RI residency to a DMV office.

Fee: $31.50 for a 4-year license.
